Counsel, Legal & Policy

Internet Association advocates on behalf of its members by meeting and filing comments with key regulatory agencies, engaging with legislators, filing amicus briefs that illustrate how key legal issues impact online services that consumers use on a daily basis, and by publishing research that examines how internet-based services affect people’s lives.

This counsel role will be a key member of the IA’s legal and policy team with responsibilities primarily on IA priority issues such as privacy and security and intermediary liability. The counsel will also support IA’s General Counsel with respect to IA operations, and will report to IA’s Deputy General Counsel. The counsel will work with IA members to define policy positions and objectives and provide support and guidance to IA’s government affairs and communications teams in order to achieve those objectives.

Summary of Core Responsibilities

The Legal & Policy Counsel’s responsibilities shall include, but are not limited to, the following:

  • Manage and/or support IA’s policy working groups on specific policy topics by setting agendas, providing updates and analysis on policy developments, preparing written products, such as redlines of proposed legislation and drafts of regulatory comments, and assisting in the development of policy objectives and priorities
  • Work collaboratively with IA’s government affairs and communications teams on advocacy initiatives to ensure a consistent strategic approach on designated policy issues
  • Draft legal and regulatory filings; draft, edit, and/or summarize legislative proposals; edit draft briefs and regulatory filings; and oversee work performed by outside counsel
  • Represent IA in meetings with governmental entities (participate in meetings with legislative staff members, the FTC, etc.), at conferences, and other public events
  • Provide legal support on contracts, agreements, and filings to support IA operations

Basic Qualifications

  • JD from an ABA-approved law school, bar membership (District of Columbia preferred), and minimum of 4-6 years practicing law
  • Familiarity with federal, state, and international privacy regimes; Section 230 and other intermediary liability frameworks; and intellectual property protections
  • An interest in and working knowledge of a wide variety of internet-based services, including basic knowledge of underlying technology and core functionality
  • Project management experience, including driving group projects and filing of regulatory comments
    Outstanding written and oral communication skills
  • Excellent interpersonal skills, including the ability to manage and maintain coalitions, build consensus, and effectively communicate complex legal concepts to a wide variety of audiences
  • Energetic, collaborative, and interested in working on a variety of issues as part of a dynamic team
  • Detail-oriented, self-motivated, well-organized, and capable of managing multiple projects simultaneously and comfortable operating independently

Preferred Skills and Experience

  • Experience advising technology companies/online platforms regarding their handling of data associated with users, online advertising, online platform moderation, and/or related business issues
  • Experience supporting legislative advocacy efforts by participating in meetings with legislative staff members and/or drafting legislation
  • Public speaking experience
